Components

COMPONENTS

HSSE is based on the same principles as management of quality, HSSE focuses on:

  • setting objectives;
  • providing and documenting a system to realize the objectives;
  • defining performance standards;
  • monitoring performance against those standards.

HSSE at the corporate level — where an overall structure for management and monitoring is provided — is comprised of:

  • The HSSEMS Manual;
  • The Management Procedures Manual;
  • The Hazard Register.

To address these principles, the Dawson HSSEMS is based on the relevant OGP guidelines, providing a widely recognized and accepted model with a 7-element structure.

At project level, individual crews undertaking projects are documented in Project HSSE Plans, described in Section 5 of the HSSEMS Manual.

HSSE is managed in the workplace via Safe Working Procedures and a range of monitoring and feedback mechanisms. These are described in Sections 5 & 6 of the HSSEMS Manual

The Seven Elements of the HSSEMS:

1. Leadership and Commitment Top-down commitment to a culture of safety, health and environmental awareness.
2. Policy & Objectives Corporate principles, intentions and aspirations with respect to HSSE.
3. Organization, Responsibilities & Resources Organization and responsibilities of people and resources necessary for achieving safe operations.
4. Hazards and Effects Management Identification and analysis of HSSE risks and subsequent elimination or control of those risks.
5. Planning HSSE Plans for field activities, including plans for emergencies and workplace procedures.
6. Implementation & Monitoring Performance and monitoring of activities and corrective action plans for deficiencies.
7. Audit & Review Periodic assessment and improvement of performance, effectiveness and suitability of systems.

The HSSEMS Manual
The content of this document is designed to cover:
every activity in all Dawson owned or managed crews and premises;
all employees, contractors and others when present on Dawson crews and premises.

This manual and the accompanying components may be used as a reference document for:

  • planning safe operations;
  • risk management;
  • activity planning and Job Safety Analysis (JSA);
  • familiarization with Dawson HSSE systems;
  • HSSE audits;
  • incident investigations;
  • increasing safety awareness of staff;
  • competence setting;
  • preparation for future programs;
  • review and improvement of HSSE systems.
